About the project

Štěpánka Monitor is an independent non-commercial project that tracks publicly available data on the current attendance at Aquacentrum Štěpánka in Mladá Boleslav, Czech Republic. The goal is to help visitors plan their visit during less busy hours — a better experience for guests and a more even distribution of visitors for the facility.

Our position on legality

  • GDPR (EU Regulation 2016/679) — We do not collect or process any personal data of the aquacentre's visitors. The tracked values are aggregated visitor counts from which no individual person can be identified. GDPR does not apply to this data.
  • EU Database Directive (96/9/EC) — Three numerical values displayed on a public webpage do not constitute a database protected under this directive, as they do not require substantial investment in their obtainment, verification, or presentation.
  • EU Directive on Attacks Against Information Systems (2013/40/EU) — We access only a publicly available webpage, just like any regular visitor using a web browser. We do not circumvent any technical protections or authorisation mechanisms.
  • CJEU Ruling C-434/16 (Ryanair v. PR Aviation) — The Court of Justice of the EU confirmed that publicly available data not protected by copyright or the Database Directive may be freely used.

Minimal load on the source

Our system sends approximately one request every 20 minutes (about 72 requests per day), only during operating hours. This is less than what a single regular website visitor generates per day. We take care to minimise the load on the source server.
